Article VII. COMMERCIAL PROPERTY MAINTENANCE STANDARDS |
§ 14-318. Other property improvements; maintenance criteria.
(a)
Drainage and utility improvements. All privately owned drainage and utility improvements shall be maintained to provide service as originally designed. This includes facilities in public easements which are not owned by the city. Specifically included in required maintenance are the following activities:
(1)
Replacement of broken pipes, inlets, curbs and other structures.
(2)
Cleaning of blocked and clogged drainage structures.
(3)
Excavation and resodding of silted-in retention areas per St. Johns River Water Management District standards.
(b)
Signs. All signs shall be maintained based on chapter 15 of the land development code of the city as follows:
(1)
All signs shall be constructed and maintained in accordance with the provisions and requirements of the city building code, electrical codes, all other applicable codes, ordinances or requirements.
(2)
All copy shall be maintained so as to be legible and complete.
(3)
Signs shall be maintained in vertical position unless originally permitted otherwise, and in good and safe condition at all times.
(4)
Damaged faces or structural members shall be replaced.
(5)
Electrical systems, fasteners, and the sign and structure as a whole shall be maintained at all times in a safe condition.
(c)
Walls and fences. All walls and fences shall be maintained in accordance with the zoning chapter of the land development code and the following standards:
(1)
Fences and walls shall be painted, stained or otherwise maintained as originally designed.
(2)
Fences and walls shall be kept free of unpermitted signs, posters and graffiti.
(3)
Fences and walls shall be maintained in their original upright position, with all gates in good operating condition.
(d)
Trash, litter and debris. All sites shall be maintained so as to be free of trash and litter of any type, except in an approved dumpster or can. Paved areas shall be kept free of built-up silt and dirt.
