§ 18-295. Intent.

The intent of the city council, acting as the governing body of the City of Port Orange, in adopting this article is to prohibit the purchase, possession, sale, and distribution of illicit synthetic drugs and drug paraphernalia. Further, the council, in prohibiting illicit synthetic drugs and drug paraphernalia, in no way intends to prohibit lawfully prescribed drugs or products that do not contain harmful chemical compounds discussed herein, or the objects used to inhale, ingest, or otherwise introduce said lawfully prescribed drugs.
