§ 18-312. Procedure for handling shopping carts found on public property.
(a)
Employees and officers of the city shall be deemed agents of the city and any identifiable shopping carts found by them on public property during the course of their official duties shall be reported to the city's code enforcement division. City staff shall contact the owner of the shopping cart and request that the owner retrieve the shopping cart. If the owner fails to retrieve the shopping cart within 12 hours, city staff shall collect the shopping cart and place it in storage.
(b)
Once the shopping cart is in city storage, the city shall provide reasonable notice to the owner of the shopping cart, as designated on the shopping cart's identification sign and/or approved retrieval plan, to retrieve the same.
(c)
The owner of the shopping cart shall have ten days from receipt of the notice to retrieve the same.
(d)
If the shopping cart is not claimed by the owner within the time specified in this section, the title to such property shall vest in the city and the same shall be disposed of at the sole discretion of the city.
(e)
All unidentifiable shopping carts found on public property shall be considered lost or abandoned and shall be handled in accordance with F.S. § 705, as amended from time to time.
