§ 26-6.1. Conditions precedent.

The terms and provisions of sections 26-6.1 through 26-6.5 shall become effective upon a declaration of a state of emergency promulgated by the mayor; or the vice mayor in the event of incapacitation or absence of the mayor from the city; or in the absence from the city or incapacitation of both the mayor and the vice mayor, then such promulgation may be made by any city council member.
