§ 2-260. Encumbrance of funds.

  • Except in cases of emergency or under special circumstances as authorized by the finance director, the purchasing agent shall not issue any order for delivery on a contract or open market purchase until the finance director has certified, after pre-audit, that there is to the credit of using department concerned a sufficient unencumbered appropriation balance, in excess of all unpaid obligations, to defray the amount of such order.
