The following words, terms and phrases, when used in this article shall have the meanings
ascribed them in this section, except where the context clearly indicates a different
meaning:
Nuisance tree,
means a tree that poses a hazard or threat to public health, safety or welfare by
threatening the public rights-of-way, public property, occupied public easements or
the provision of public utilities.
