§ 50-57. Purpose, duties and functions.

  • (a)

    The purpose of the parks and recreation board shall be to advise and assist the city council in establishing a citywide comprehensive system of supervised recreation in its broadest sense including, but not limited to, sports, athletics, playgrounds, recreation centers, and activities for the diversion and entertainment of both residents and visitors. The board shall also make recommendations to the city council as to the best usage and improvement of and to city recreational facilities.

    (b)

    The parks and recreation board shall assist the city council in developing overall plans and policies which will provide the best utilization of funds available for parks and recreation and establishment of programs which will encourage the greatest number of persons of all ages and backgrounds to participate in such programs. To accomplish this, the parks and recreation board should assist and advise the city council as appropriate, including the following:

    (1)

    Assist in interpreting recreational needs of the community.

    (2)

    Provide an opportunity for combining public opinion and professional skill in determining community recreational needs.

    (3)

    Consider suggestions and criticisms from all interested citizens and make recommendations to the city council as to park development and recreational needs.

    (4)

    Assist in planning and carrying out special recreation events, holiday celebrations, etc.

    (5)

    Advise the city council on matters which shall include, but not be limited to, site locations, development, supervision and maintenance of public recreation facilities and parks of the city.
