§ 56-37. Purpose.

The purpose of this article is to establish the procedures and criteria for the granting and renewal of nonexclusive construction and demolition debris collection franchises. For the right and privilege of using city streets and roadways and to compensate the city for the burden of monitoring and regulating the nonexclusive franchisee's services, nonexclusive franchise fees are provided.

Such nonexclusive services shall be provided by the franchisee only to those customers specifically excluded by the terms of the city's solid waste contract or for those services designated as nonexclusive.
