§ 56-38. Nonexclusive franchises.

It shall be unlawful for any person to collect construction and demolition debris in the city without the grant of a franchise. The issuance of a franchise shall allow the franchisee the nonexclusive privilege and authority to collect construction and demolition debris in the city.
