§ 70-65. Definitions.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Residential decal parking (RDP) area means that land designated by resolution of the city council containing streets or parts of streets primarily abutted by property that has zoning district designations which include residences as a permitted use on the official zoning atlas.

Decal means a decal issued to the owner or operator of the motor vehicle who resides in an RDP area for the purpose of parking on a city street in a designated RDP area.

Other vehicle means a motor vehicle parked in an RDP area by a person who is not a resident in the RDP area and who has not obtained a decal or placard for the particular motor vehicle that is so parked.

Placard means a placard issued to residents in an RDP area for use by their visitors parking on a city street in a designated RDP area.

Program year means the time beginning January 15 and ending January 14 of the next year.

Property owner means a person who can provide proof of property ownership in an RDP area.

Resident means a person who resides in an RDP area and can provide proof of residency by a lease or other authorization of the property owner.
