There shall be no sewer connection charge for any connection made to the sewer system
if such service is made at the same time as construction of sewer mains and is developer
installed. If, however, a service connection is required after construction of the
sewer main or the city pays for a service connection concurrent with line extensions,
the city may provide materials and/or labor to bring the service main to the property
line of the lot or parcel to be connected, then a minimum charge per sewer connection
shall apply. The actual sewer connection charge may be greater than the minimum charge,
if the actual cost to the city is greater than the minimum charge set forth.
