§ 74-200. Charges.

  • The costs and charges shall be levied for connecting to reclaimed water service and shall be established by city council resolution and are divided into the following categories:

    (1)

    Capital costs. Capital costs are those costs associated with providing trunk and distribution mains from the wastewater treatment facility to the point of delivery, up to but not including the connection. Capital costs are recovered from the credit offset method, assessments, federal and state aid, and city user charges, impact fees and revenue bonds.

    (2)

    Connection costs. Assessment and connection costs are those costs directly associated with connecting the customer's premises to the reclaimed water distribution system. Connection will require an inspection of the property and facilities as defined in the city's reclaimed water policies and regulations. There will be a charge for the connection as established by resolution.

    (3)

    Operation and maintenance costs. Operation and maintenance costs are the reclaimed water system's ongoing costs for labor, materials, electricity and other expenses of the system. Charges for these ongoing costs will be made on either a metered reclaimed water consumption basis or a flat rate for unlimited service. These user charges shall be established by resolution of the city council. The city reserves the right to discontinue or regulate days and hours of water usage when it is found to be in the best interest of the city or the general public.
