§ 56-39. Franchise requirements.

No grant of an initial franchise shall be approved and no material modification of any franchise shall be made, authorized, or approved until the following minimum conditions are met:
(1)

The applicant has submitted an application as required herein.

(2)

The city manager has reviewed the application in light of the selection criteria provided herein.

(3)

The city manager has complied with all other provisions of this chapter.
