§ 74-247. Existing and new residential and commercial development.

  • (a)

    The owner and customer shall install backflow prevention devices acceptable to FDEP and in conformance with the 2010 City of Port Orange Manual of Cross Connection Control, as follows:

    (1)

    On all existing and new commercial connections to the city's potable water system;

    (2)

    On all existing and new residential connections to the city's potable water system, where the following conditions exist:

    a.

    A reclaimed water system;

    b.

    A fire protection system;

    c.

    A commercial or home-based business which is or may be a potential hazard to the potable water system;

    d.

    A separate source of water (e.g. private well, lake, pond or stream); or

    e.

    Other hazards to the city potable water supply.

    (b)

    All installations shall be performed by a properly licensed plumbing contractor at the location approved by the public utilities director or his designee. After installation, all backflow prevention devices shall be tested by a certified backflow prevention tester licensed to operate within the city or within the governmental entity where the property is located, with the exception of a fire protection system. Anyone performing any work on a fire protection system, including installation, testing, maintenance or repair, must be a certified fire protection contractor I, II or IV, pursuant to F.S. § 633.521, and licensed within the governmental entity where the property is located. Thereafter, the device shall be tested annually in accordance with section 74-249.
